   Usually, but sometimes it takes additional effort like #5013, so it always 
needs to be tested.

   Yes. On that note, now that spring-projects/spring-boot#28645 is fixed, we 
can upgrade to Tomcat 10, but only after migrating from Spring Framework to 
Spring Boot, which we should also do.
