   Adds some pretty minimal e2e tests to TPv2 for its users table. Also I added 
something to the TO API integration test .gitignore files, which I'm hoping to 
sneak in as an innocuous change that's too small to warrant its own PR.
   
   There is a test currently commented-out that can't pass until the user 
details page is implemented.

   ## What is the best way to verify this PR?
   Make sure the new test passes, verify that its coverage is... adequate. 
Currently, the users table doesn't do a whole lot that isn't directly provided 
by ag-grid - which has its own tests I'm sure that we need not duplicate within 
our project.
