Yeah, `rpm` is one of the required dependencies listed for building RPMs without Docker, but building the RPMs without Docker is not a required dependency for CiaB. Which is to say, yes, I do feel strongly about that. It's crazy to me that we'd need a container just to figure out what architecture we're on but if that's really the easiest way that's fine with me.
