Hey @mitchell852 , I'm interested in contributing to the issue and I'd like to learn more about it. I got here from the [Good First Issue](https://github.com/apache/trafficcontrol/issues/979) you mentioned. I am new to open-source, but have understood about 60-70% of things talked in this issue. To me it's seems to be a major issue and I wonder if I have relevent experience in contributing towards the project.
