Not sure why the TP tests are failing, but CiaB is failing to get the ATS RPM because it relies on GitBox for that info https://github.com/apache/trafficcontrol/blob/dbe1f65843273f00450b7623bfd4db657a1a355e/infrastructure/cdn-in-a-box/bin/ats-version.sh#L43 and GitBox is down (and has been for days, according to the Infra discussion).
