From what I can tell, the only endpoint that requires `DNS-SEC:READ` is
`/cdns/name/{{name}}/dnsseckeys` - and that requires an `admin` "priv level".
So giving that to the "operator Role" - which has lower-than-admin "priv level"
- is escalating permissions.
