   Tried to log into Traffic Ops using Microsoft OAuth, using 
`oauth_user_attribute` `onpremisessamaccountname`.

   TO does not find the attribute

   Our OAuth implementation checks `access_token`, which is incorrect. It 
should be using `id_token`, which is standard for OAuth.
