affects these Traffic Control components:

   For running CIAB with Varnish instead of ATS the user needs to manually 
change some parameters in cache 
[profiles](https://github.com/apache/trafficcontrol/tree/master/infrastructure/cdn-in-a-box/traffic_ops_data/profiles)
 which is not ideal.
   
   ## New behavior:

   Create separate profiles for Varnish cache servers with the right parameters 
so the user won't have to change the parameters just to run it. With 
environment variable set for the cache server running the enroller could decide 
which profile to use.
