Our builds for docs on <abbr title="Read the Docs">RTD</abbr> are currently failing due to a missing required configuration parameter. This PR is an attempt to fix that by adding the new configuration file which will be the only way to configure our project's documentation hosting starting from Sept. 23<sup>rd</sup> of this year (2023). Although, we won't know if it works until after it's merged and RTD attempts to use it to generate documentation. I added this to the 8.0.0 milestone because without it, 8.x will be without public documentation. <hr/> ## Which Traffic Control components are affected by this PR? - Documentation ## What is the best way to verify this PR?
