Hi Dan, I tested this just like last time, it seems to work now (although I saw
some scary messages):

The following subdirectories built successfully:
traffic_monitor
traffic_ops
traffic_router
traffic_stats
See /tmp/incubator-trafficcontrol/dist for newly built rpms.
The following subdirectories had errors:
traffic_portal

The traffic_portal build error is due to my env, I am pretty sure.
