Org tenancy - initial configuration
This PR deals with adding a root tenant.
seed.sql was added with a root user and a util script was added to assign a
user to a tenant (and even create a root tenant if needed), so the first admin
user of the tenant can be added.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/nir-sopher/incubator-trafficcontrol
org-tenancy-upgrade
Alternatively you can review and apply these changes as the patch at:
