Changes to the astats_over_http rpm spec file.
Modified the astats spec file so that when an rpm is built, the
build source is pulled from the current master branch at
https://git-wip-us.apache.org/repos/asf/incubator-trafficcontrol.git.
The commit hash used in the rpm name is from the last commit on
astats_over_http.c
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/jrushford/incubator-trafficcontrol
astats_spec_update
