This is a regression from 1.8.x -- if answering "no" to "Download MaxMind
data", I get this message from postinstall:
Not downloading Maxmind data
Copying coverage zone file to public dir
/bin/mv: cannot stat ‘/opt/traffic_ops/app/public/coverage-zone.json’: No such
file or directory
