revert remap back to servers scope for now
Running the remap.config as a profile scope has a few issues with mid
configs, so I'm reverting it back for the time being to ensure full
functionality.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/dg4prez/incubator-trafficcontrol
revert_to_server_remap
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/incubator-trafficcontrol/pull/501.patch
