resolve final license issues
Added license to new `building.rst` file.
Removed files in "experimental" that still don't have license resolution in
place to finally get the rat tool to pass.
If they are needed, the license issue needs to be resolved prior to
merging in.

$ git pull https://github.com/dangogh/incubator-trafficcontrol
remove-licenses
