mitchell852 commented on issue #1841: Loosen permissions on fetching/uploading/generating SSL keys for a delivery service URL: https://github.com/apache/incubator-trafficcontrol/issues/1841#issuecomment-364468533 The problem here is that updating SSL keys requires a "queue updates", therefore allowing delivery service owners (non ops/admin) to update their SSL keys doesn't do any good at this point until "queue updates" is deprecated or automated.
