mitchell852 opened a new issue #1996: Authors of a ds request (with the portal role) can't change status from draft to submitted URL: https://github.com/apache/incubator-trafficcontrol/issues/1996 Users with the "portal" role (priv level=15) need to be able to change the status of their ds requests from draft to submitted and vice versa.
