Exempt localhost from Quick Filter.

Quick filter is a quick and easy way to limit certain HTTP methods (e.g.
"PURGE"). However, doing so makes it difficult to do various tasks from
"localhost", since they would get blocked. I'm suggesting we exempt localhost
(127.0.0.1 and ::1) from quick filter.
Thoughts?
