Fix For: 2.1.4
This was done poorly, but the intent is good (this setting has nothing to do
with SSL, it has to do with restricting what ports the server will let users
CONNECT to). This will cleanup the leftovers from this, completely elimnating
ssl_ports (which again has nothing to do with binding SSL ports).
