proxy.config.cache.vary_on_user_agent is not working

when setting proxy.config.cache.vary_on_user_agent to 0 or having it not set (0
is default), and having the origin server set the Vary: User-Agent header
Traffic Server still honors the header and will cache a different file for each
User-Agent.
We noticed this from a client that has approx 2k hits an hour on a file that
has this header.
This was verified with zwoop in #traffic-server
