As per the suggestion on the wiki
https://cwiki.apache.org/confluence/display/TS/ReorganizeDirectoryStructure
and a lazy concensus on the development mailing list, a new top level "lib"
directory should be created to hold project local libraries that are general
purpose. The TsConfig experimental library should be moved there as part of
this effort.
