We have changed the name of proxy.config.net.tcp_accept_defer_timeout to be just
proxy.config.net.defer_accept
On linux, this gets a default of 45 seconds now (it was disabled before). On
other platforms supporting similar features, the setting could become an on-off
feature (e.g. 0 or 1), on those platforms the default is now "1".
