`make install' installs web-ui configuration regardless it is enabled or not

The current `make install' target installs web-ui configuration files
regardless `--enable-ui' is passed or not. As this will confuse users it is
favorable not to install that file at all, if the UI is not compiled.
I will propose a patch that solves this issue (I think).
