Leif Hedstrom created TS-1227:
---------------------------------

Summary: header_filter "set" operator doesn't work if the header
doesn't already exist
                 Key: TS-1227
                 URL: https://issues.apache.org/jira/browse/TS-1227
             Project: Traffic Server
          Issue Type: Bug
          Components: Plugins
            Reporter: Leif Hedstrom
            Assignee: Leif Hedstrom
             Fix For: 3.1.4

If you try to forcefully set a header (using the == operators), this only works
if the header already exists. The intent of this new operator was to allow to
e.g. replace a Host: header, which always is set to begin with.
