{{roll.sh}} is already covered with our {{asf-dist-sign}} make target.
On both sides we still have to take care of correctly bumping versions and
tagging. {{release.sh}} is needed in httpd because we pack up dependencies such
as apr, apr-util, expat and pcre.
We don't do that, so at least {{release.sh}} isn't needed. I think this issue
is now obsolete and we can close it.
