This disables the API regression tests for compilers earlier than gcc 4.3. This
also means the regressions don't run for e.g. Sun Studio, but I really don't
think that's a big issue. If someone disagrees, please provide a better check,
I just wanted to get something quick out for a 3.1.4 respin.
