Description:
the regex check for ip that is done in recordIPCheck func in the
WebMgmtUtils.cc failed on valid ip, when trying to update by the traffic_line
api:
traffic_line -s proxy.config.cluster.mc_group_addr -v 224.0.1.37
the problem is with the validation of the range string.
patch is attached.

the regex for proxy.config.cluster.mc_group_addr in the RecordsConfig.cc file
is wrong.
instead of "[0-255]\\.[0-255]\\.[0-255]\\.[0-255]"
it should be "[0-255]\.[0-255]\.[0-255]\.[0-255]".
Otherwise, it fails when trying to update by the traffic_line api.
