I have some questions on this patch as well, but I need a little more time.
I'll go through the patch tomorrow, and post my questions and concerns here.
But basically, I'm concerned about consistencies, such that if we throttle on
client connections, what are the semantics and relationship with the existing
configurations, i.e.

proxy.config.http.congestion_control.default.max_connection
proxy.config.http.server_max_connections
