I've had the same problem with throttling, so I am running with
proxy.config.net.throttle_enabled = 0 in ATS 3.2.0. However, the ability to
disable throttling was removed via TS-1801 because it is not recommended. Its
possible TS-1672 may have fixed throttling, but I won't be able to test this
until I migrate to 3.4.x
