There is a configuration for this, e.g.

CONFIG proxy.config.admin.autoconf.localhost_only INT 1

Does that suffice ? We'd still bind the 0.0.0.0 address, but only allow conns
from localhost. Should we make this option "1" by default? Speak up now, so we
can make this change asap if appropriate.
