There's a widely held believe in our community that redirects happen *before* 
map rules in {{remap.config}}. Or that the order in {{remap.config}} has more 
of an affect than the actual precedence.

I'm not entirely sure which of those two we should cater to.

Complete top-down evaluation might turn out to be just as constrictive as our 
current model, one way or the other, the current behaviour is dissatisfying.
