When changing permissions ATS doesn't notice this to reload the file.
I noticed because of a bug creating the file, but changing the permissions
could be a reasonable way to manage the file, too.
The easiest way to test is to create the file without read permissions and then
add them and see that ATS still won't read the file.
I only tried this on Linux.
