Sorry let me make it more clear, it's not for providing a SSL certificate. The
purpose is to refresh the secrets of 'ticket_key_name' in
https://issues.apache.org/jira/browse/TS-1146
Refreshing the file('ticket_key_name') might not workable because in some
cases, it's preferred not to store secret in file:)
