This bug is a bit confusing. Normally, when we speak of permissions being 
bypassed, we mean that access is allowed where it ought to be denied. In this 
case, it is really not clear to me what is going on.

- I don't see the script you refer to in the wiki
- I don't know what user you are running {{traffic_server}} as
- I don't know how you are running the startup script.
