Hmmm, but that makes the proxy available early? Or just the health check
portion of it? If the former, that won't work, but if it's the latter (isolated
to health checks only), that seems reasonable. Although, i thought the whole
point of the health check was that it would do an "end to end" test, but alas,
I haven't actually spent any time in that code.
