Description:
We need a way for plugins to get into the Lua Config.
Plugins shouldn't have to create new configurations and parse them each on
their own. We should create a namespace like `ats:plugin:` in the LuaConfig and
a special function (the plugin name) for its configuration.

(Because as we have it designed now, there's no way for the Lua Config to run
at *run* time. We need a easy middle-ground between configuration and plugin in
Lua)
