Leif Hedstrom resolved TS-2078.
-------------------------------

       Resolution: Won't Fix
    Fix Version/s:     (was: 6.0.0)

Closing, I don't think it's that important to do this, and it makes upgrading
to newer ATS sufficiently dangerous that we should just leave it. In addition,
you can easily turn the features on / off via traffic_line, without losing the
time setting.

> Eliminate a couple of _enabled options for negative caching

> Right now, we have two configurations to enable various negative caching
> features:
> {code}
> proxy.config.http.negative_caching_enabled
> proxy.config.http.negative_revalidating_enabled
> {code}
> Both of there are disabled by default. In addition to these, both of them
> have a corresponding "timeout" value. My suggestion is that we eliminate both
> the _enabled options, and interpret timeout values > 0 to mean "enabled".
> This was found during TS-1255 work.
