Instead of autoconf'ig AdminClient.pm, I'd like to move all that logic over to
Apache::TS. This allows for one module to be shared across all other .pm's,
where they call can get to this autoconf configuration stuff.
There's also a build problem with the current AdminClient.pm.in build, so we
should fix this here too.
