Prevent producer from running "wide open" if there is no space in the write
buffer, thereby allowing the consumer the chance to run to consume its data.
Any delta in ats performance for SSL origins isdifficult to determine since
without the patch data does not flow. I found performance through ats to be on
par with curling directly to the origin.
