This has no functionality as it is now (even if enabled), and honestly, the
functionality it was supposed to provide is better provided with e.g.
tcmalloc's debugging features.
This would also remove the NEW() macro, eliminating the NEW(new) pattern. NEW()
never did anything anyways, and again, I think tcmalloc provides debugging:
