I'm not sure exactly what the intent is, but we set hwloc_CFLAGS, and as far as
I can tell, we don't set it. This has some weird side effects, such as
config.log showing:
{code}
hwloc_CFLAGS='-I/usr/include/libxml2 '
{code}
which obviously doesn't seem to make any sense. I suggest we just eliminate the
hwloc_CFLAGS now, until we actually use it.
