{{TSNetAcceptNamedProtocol}} unregisters the names protocol if there's a
registration error. The most likely error is that the names protocol is already
registered, so this would cause it to get unregistered, which seems bad.
I'm not sure how to deal with protocols that are registered by the core;
currently a plugin could not override that registration. Maybe that's OK.
