Actually that first document is there to help new users just get ATS up and 
running as a forward-only proxy(i.e. squid replacement).

There's another document, WebProxyCacheTuning that goes into internal settings 
more thoroughly.  Let me know if I can be of help, but just FYI those settings 
have only been tested and are being used on a forward-only proxy cache.  Also, 
I'm the only user of said cache...not sure if they scale properly.  :(
