I know it is not funny, but I feel like laughing at myself now.
I read the instructions and for some reason make check was a pre-build check.
Now I did make and make check passed without complaints.

So this brings me to the real issue.
My sample plugin is not working.
and this is why i reinstalled ATS etc and was finding an issue with 
installation.

BTW where is the plugin.config and records.config in relation to the installed 
directory.
I found each in user/local/etc.... but they do not seem to affect the plugin.
