It just adds the code as-is to experimental, and doesn't wire up building yet.
As ats_speed has some 'special' build requirements, I thought it might be wise
to address to later, and first just get the code in.
LGTY? If so, I'll update the commit/pull comment to something better and make a
pull for this.
