My understanding is: User agents SHOULD send Content-Length header when not
send Transfer-Encoding, even for empty body data, a "Content-Length: 0" is
needed. If not send the header, server sends back a 400 response, it MAY send a
411 as an option, to indicate more explicit information. Anyway, server would
reject user agents' request which is without Content-Length and
Transfer-Encoding.
