Resolution: Fixed
The problem is that we're not installing the permanent redirect body factory
template :). [~ask] When you roll this internally, remember to update your
packages such that you get this new file as well.
Also, for upstream packagers, we should make sure your .spec / .deb files
includes this missing factory file:
etc/trafficserver/body_factory/default/redirect#moved_permanently
