Summary: traffic_top shows some values incorrectly

The average time values in "Cache Information" do not show correctly, such as
"Fresh (ms)", "Reval (ms)"...
We use TSRecordGetInt to get all statistics. Some statistics are float value,
we need to use TSRecordGetFloat.
