[~shinrich] : Yes, it would be nice to be able to apply the max_streams for 
already active sessions as well, since, applying it only on new connections 
alone doesn't reduce the volume of the traffic being received. Would it be okay 
to leave this open for now, I will try to work on this in the coming days?
