When we discussed this earlier this week, one thought was that this request
generally feels more like a "prioritization" request. Something like "if the
box is under pressure, prefer requests to / from this set of clients or servers
over others", where pressure is undefined now, but e.g. Network saturation, CPU
utilization (seems unlikely), RAM etc.
Also, better control over things like cache, connection counts to origin etc.
would also help I think.
